40 million pounds budget in formula one in 2010 - ferrari and others to quit!

What is an F1 race without Ferrari, the once fastest car on earth.

What exactly happened? FIA (International Automobile Federation) wanted to implement new rules which one of the most important one was a 40million pound cap on spending (excluding marketing, driver's salary, engine costs for 2010).

Why this 40 million budget cap for formula one now?
- to allow new teams to join in
- lower the formula one teams' costs in this economy downturn to ensure survivability of the teams

For those teams that keeps within the 40 million budget, they are given more freedom to alter their cars as long as the modifications are done according to the rules and even reduce lap time!

For a huge team like Ferrrai and others like BMW, keeping their spending within the limit definitely are a lot tougher, thus they are likelier to suffer some penalties.

So, that are the benefits of keeping to the 40 millions pounds budget?
The teams are able to modify their cars with lesser restrictions, unlimited race track tests. The modifications, will allow f1 cars to save up to 3 seconds per lap! Which works out to at least 1.5 mins of advantages gained!

However, given Ferrari's clout in Formula 1, I believe FIA will re-adjust the 40 million budget in order to accommodate ferrari's request and keeping the race "cheap" to allow new teams to join in.
