China was never known for its strict regulation about manufacturing and had invited several scandals and accidents over its manufacturing process.

We cannot really blame china, because, their labours are cheap and the richer countries prefer to save money and purchase from china's factory.
In fact, i believe 1 of the reasons that leads to the poisoning and corner-cutting methods was due to the richer countries! (which i shall not name) The richer countries will demand for lower prices from china, and to keep up with competition and to earn more margin, the chinese, unable to keep up with the times, cut corners, scrimp on production costs and thus the birth of the China's dangerous product.
Should the richer countries are able to accept the price hike from the chinese, i believe there will be lesser such incidents will happen.
A brief history of china manufacturing infamous moments in history
As you recalled .the infamous China dangerous product was the milk scandal in 2008 which caused hundred of babies to have kidney stones due to an ingredient in the milk powder that caused it to report artificial protein levels.
In 2007, toys that were produced in China, was deemed dangerous due to the high level of heavy metals such as leads which leads to a country wide recall in US.
The heavy metals were found in the paint as well as material leads to the labelling of China dangerous products.
